Upper Assam Floods ‘Man-Made’, Says Debabrata Saikia; Announces PIL
Former Assam Leader of the Opposition Debabrata Saikia on Wednesday accused the state government of negligence over the floods that hit Upper Assam in July, describing the disaster as a "man-made catastrophe" and announcing that a Public Interest Litigation (PIL) has been filed in the Gauhati High Court. Addressing a press conference at Rajiv Bhawan in Guwahati, Saikia alleged that illegal riverbed mining, poor flood management and administrative failures had worsened the situation. He also demanded compensation of at least ₹10 lakh for every flood-affected family. Saikia said the High Court had directed the state authorities to submit an affidavit by November 3 on emergency relief measures. However, he alleged that the government had failed to provide the required records even after four months and sought additional time. The court has scheduled the next hearing for December 14, he said. Raising concerns over the damage caused by floods, Saikia demanded an immediate halt to illegal and unscientific mining along the Dikhow River and its tributaries. He alleged that excessive extraction of sand and boulders had weakened riverbeds and contributed to the damage of embankments. He also called for the deployment of a specialised task force battalion in line with earlier High Court directions. Questioning the government's explanation for the floods, Saikia said the India Meteorological Department had not issued any cloudburst forecast. He alleged that the cloudburst claim made by the Chief Minister was intended to shield those responsible for the situation. Saikia argued that the government could not avoid responsibility by describing the floods as a natural disaster. He demanded an independent inquiry committee headed by a retired High Court judge, with experts from IIT Guwahati and relevant government departments, to examine the causes of the flooding. CBI to Probe Upper Assam Floods: CM Sarma
Guwahati: The Assam cabinet on Tuesday recommended a Central Bureau of Investigation (CBI) probe into the causes of the floods that affected the Upper Assam region earlier this year. Announcing the decision during a press briefing following the cabinet meeting, Chief Minister Himanta Biswa Sarma said that a formal request will be sent to the central agency within 10 days. Raijor Dal chief and Sivasagar MLA Akhil Gogoi, who has been demanding an independent investigation and adequate compensation for the affected families, welcomed the decision in a social media post. Sarma said that the government wants the CBI to investigate the circumstances and causes behind the flooding. "The Cabinet has decided to entrust the CBI with an investigation into the causes of the floods in Charaideo and Sivasagar. We have recommended a CBI probe and, within the next 10 days, we will be able to send our request letter to the agency," he said. However, the Chief Minister clarified that the final decision on whether to take up the investigation rests with the CBI and the Centre. "Whether the CBI takes up the investigation will depend on the central government and the agency. However, the state government has recommended a CBI probe to establish the causes of the floods in Charaideo and Sivasagar," he added. Akhil Gogoi Welcomes Decision Akhil Gogoi, who has been consistently demanding a CBI investigation into the floods, welcomed the state government's announcement. Reacting to the decision in a social media post, Gogoi wrote, "The chief minister has just announced that a CBI probe will be conducted into the July 19 floods." Gogoi had been pressing the government to order an independent investigation into the flooding in Sivasagar and Charaideo, while also demanding appropriate compensation for families who suffered losses. Smart Village Initiative in Majuli to Combine Erosion Control, Plantation and Rural Tourism
A special pilot project titled ‘Smart Village’ has been launched in Majuli to strengthen the island's ability to deal with recurring floods and riverbank erosion . Funded by the Australian government, the initiative aims to develop two villages into model smart villages through long-term planning and sustainable development measures. Australian Consul General Bernard Lynch visited Majuli to inspect the progress of the project and interact with local residents. The initiative is being implemented in Karatipar Panchayat, where communities continue to face the challenges of annual floods and the constant threat of riverbank erosion. Majuli, regarded as the world's largest river island, has long struggled with the impact of these natural challenges. The project seeks to improve the resilience of local communities while creating opportunities for livelihood generation and environmental conservation. Two Majuli Villages Selected for Pilot Project Charigharia and Srirampuria villages have been selected for the pilot initiative. The long-term plan is to develop both settlements as model smart villages by combining environmental protection, technical research and rural livelihood opportunities. Around 10,000 to 15,000 saplings are proposed to be planted during the initial phase. The plantation drive will include native tree species as well as fruit-bearing trees such as mango and jackfruit. Apart from helping maintain ecological balance, the initiative is expected to create additional income opportunities for residents. The project will also extend beyond plantation activities. Technical support and research inputs from the Indian Institute of Technology (IIT) Guwahati will be sought to explore measures to prevent riverbank erosion. The initiative also plans to plant indigenous flowering species to enhance Majuli's natural landscape and promote the potential for ecotourism in the region.
